QUNIE CORPORATION, has been commissioned by the Ministry of Economy, Trade and Industry (METI), to conduct “The Global South Future Oriented Co-Creation Project (Research Project on the Strategy Development for Strengthening Economic Partnerships with Pacific Island Countries and Promotion of Overseas Business Expansion of Japanese Companies)” and issued a Request for Proposal (RFP) to select the subcontractors to implement the “Research Project on the Master Plan Development”.
The RFP period was from October 7, 2024, to November 1, 2024. Following a rigorous evaluation process conducted by the evaluation committee consisting of external experts, we are pleased to announce that the following six companies have been selected.

Overview of the “Research Project on the Master Plan Development for Pacific Island Countries”

Project Overview
This project aims to develop a comprehensive Master Plan that enables strategic long-term development of Pacific Island Countries. This project includes engaging in dialogue with the governments and stakeholders of the partner countries to refine the Master Plan, ensure its alignment with their needs, and enhance its feasibility.
Implementation Period
Approximately one year from the contract signing date (not exceeding February 28, 2026).

Research Project on the Master Plan Development Mainly Based on Renewable Energy in Pacific Island Countries Renewable Energy An energy master plan will be developed to indicate the issues for achieving the greenhouse gas reduction target set as Nationally Determined Contribution (NDC) in the Federated States of Micronesia, and to achieve it efficiently. An energy master plan will be developed to efficiently achieve these targets while ensuring power system stability. This project will proceed in the following steps: demand forecast, power development planning, supply & demand planning, and grid stabilization.

Research Project on the Master Plan Development for the Promotion of Sustainable Tourism Infrastructure for Accommodation Facilities in Pacific Island Countries Environmental Management (Waste & Water Management) This project aims to develop a master plan related to sustainable tourism infrastructure in Fiji and Vanuatu, where tourism is a major industry. In particular, it will focus on water and waste treatment in the accommodation sector (hotels, etc.). Based on an examination of environmental management technology (water and waste treatment) that can solve the development issue, the project will consider a business that can contribute to the promotion of sustainable tourism infrastructure.

Research Project on the Master Plan Development for the Aviation Sector in Pacific Island Countries Climate Change & Disaster Prevention This project evaluates the current status of airport infrastructure, aviation security systems, and operational systems based on aviation demand forecasts until 2060. Subsequently, an airport development and enhancement plan aligned with international standards, policies, and regulations will be proposed, as well as funding plans utilizing Official Development Assistance (ODA) and private investment. Additionally, the project will consider the impact of infrastructure development on the local economy, and measures to address climate change, and strategies to reduce the environmental impacts through the introduction of renewable energy, etc.

Research Project on Master Plan Development for Power System Stabilization in order to Better Leveraging Renewable Energies in Pacific Island Countries Renewable Energy This project aims to achieve a stable power supply while addressing supply and demand fluctuations due to the massive introduction of renewable energy, considering the limited resources and natural disaster risks faced by Pacific Island Countries. The Republic of Palau, where a large amount of renewable energy has already been introduced, will be selected as one of the target countries, and a master plan will be proposed to ensure the stability and sustainability of the power system. By making use of its strength as an electric power system operator, for example, the introduction of grid stabilization measures using grid storage batteries and EMS will be considered. This is expected to optimize the balance between power generation and demand and improve the efficiency of renewable energy use. This master plan aims to achieve both stable supply and economic sustainability by optimally integrating renewable energy and existing power sources in Palau and other Pacific Island Countries.
